What to know before you start.
Hamilton wrote its pool enclosure rules into the general bylaws. Pools deeper than 18 inches need a 4-foot fence or wall, gates that close and latch on their own, and no openings bigger than 2 by 4 inches. A barn or house wall can be one side of it, and the Building Inspector can approve temporary fencing during construction.
Think about the water at both ends. The Select Board can ban pool filling under a declared shortage, and drained water is only allowed into storm drains after it's dechlorinated and has sat for a week. Sandy outwash soil digs easily in the center of town. Near the Miles River the ground is wet muck, and the no-build zone runs to 50 or 75 feet depending on when the lot was made.

What the zones allow
The no-disturbance zone allows no construction or vegetation removal, and not even dumping leaves or clippings. The no-build zone bars anything that needs a building permit, but driveways and fences may be allowed.

When the Select Board declares a state of water supply conservation, the restrictions can include a ban on filling pools. In the May to September season, open-ended hoses are allowed only for filling or topping off a pool.

Can my barn wall be one side of the pool enclosure?
Hamilton's pool fencing bylaw says a building or structure may form part of the enclosure. The rest still has to meet the 4-foot height, gate and opening rules, and the Building Inspector signs off.
Where can the water go when we drain the pool?
If it heads to a storm drain, the town's stormwater bylaw wants it dechlorinated to under 1 ppm and left to stand for a week first.
