What to know before you start.

Saugus asks for 10 feet between a residential pool and the side and rear lot lines, in every district. On a hillside lot, the flat spot that meets that setback is often one we have to make, with a retaining wall on the low side and steps down from the house. If we hit ledge, the zoning lets a permitted pool dig remove its own spoil, within 33 percent of what the pool needs, without a separate earth-removal permit.

Water is the bigger constraint along the Saugus River and Rumney Marsh. The local bylaw presumes work within 50 feet of a wetland, or 100 feet of a perennial stream, will harm it, so we look at the Conservation Commission maps before picking a corner of the yard. When the pool needs emptying, the DPW has to authorize it in writing before any water goes to a catch basin.

Local rules that can affect your plunge pool project.

  • No-disturb strips

    The Commission presumes that work within 50 feet of a resource area, or within 100 feet of the bank of a perennial stream or river, will harm it, and natural vegetation there is meant to stay. Plan patios, walls and pools outside those strips when you can.

  • Pool setbacks

    Residential pools must be at least 10 feet from the side and rear lot lines in every district.

  • Digging out for a pool

    With a building permit, you can haul away the soil and rock dug for a pool as long as the excavation is no more than 33 percent bigger than the pool needs. Beyond that, the town's earth-removal rules and a Board of Selectmen permit come into play.

  • Draining pool water

    Dechlorinated pool water (under 1 ppm) can go to the storm drains only with written authorization from the DPW, after it has stood for a week, and drained so it doesn't cause a nuisance.

Can I pump my pool out to the street in Saugus?

Only with written permission from the DPW. The water also has to be below 1 ppm chlorine and sit for a week first, and the draining can't cause a nuisance.

My yard slopes toward the marsh. Is a pool still possible?

Often, if it stays out of the strips the wetland bylaw protects: 50 feet from a wetland and 100 feet from a perennial stream or river. Inside the bylaw's wider reach, plan on a Conservation Commission filing.
