Plunge Pool Installation in Swampscott, MA

Swampscott is nearly built out, so a small plunge pool often fits where a full pool can't. Thin soil over bedrock and the beach flood zones shape the plan.

What to know before you start.

Setbacks here favor a compact pool. Zoning treats it like an accessory structure, so it stays out of the required front yard and keeps 5 feet or half the district's side or rear setback, whichever is more, from the lot line. Unlike a shed, it doesn't need 10 feet from the house, so it can tuck in near a back door or a patio.

Ground and water come next. The town's open space plan describes thin till over rock, so we test the spot for ledge before we lock in the layout. Close to King's, Preston and Phillips Beaches, the Floodplain Overlay counts excavation as development, which means a floodplain permit in AE, AO and VE zones. In the Olmsted District, the barrier fence is a structure and needs Historic District Commission review if it's visible from a public way.

Local rules that can affect your plunge pool project.

  • The Olmsted District

The Olmsted District and three other local historic districts review changes visible from a public way. Fences and retaining walls count as structures and need review. At-grade terraces, walks and driveways, and plantings, are excluded.

  • Flood zone permits

In FEMA flood zones AE, AO and VE, the Floodplain Overlay District requires a town permit for all development, including fences, sheds and paving.

  • Where a pool can sit

Zoning gives pools and spas the same setbacks as an accessory structure: out of the required front yard, and no closer to a side or rear line than 5 feet or half the district's setback, whichever is greater. The 10-foot gap from the house that applies to sheds doesn't apply to pools.

  • Draining a pool

Pool water may go to the town's storm drains only if it's dechlorinated below 1 ppm, has stood for a week since the last chlorine, and is drained without causing a nuisance.

Can a plunge pool go in near Preston Beach?

It can, but if the lot is in a FEMA AE, AO or VE zone, the digging and the pool itself count as development under the Floodplain Overlay District. That means a town floodplain permit before work starts.

Where does the water go if I empty the pool?

Into the storm drain only after it's below 1 ppm chlorine and has sat a week since the last dose, and only if draining it won't cause a nuisance. That's the town's illicit discharge bylaw.
